Lucy Lofrumento

Lucy Lofrumento is the chair of Silicon Valley Law Group's Real Estate and Land Use Group.  She has extensive experience in all aspects of acquisitions and sales, public hearings and entitlements, public-private development agreements, financing, environmental agreements, design and construction contracts, leases and landlord-tenant matters, CC&Rs and owners associations, title insurance, tax-deferred exchanges, brokerage agreements, and property management.

Lucy has handled a wide range of projects, including office buildings, hospitals and medical clinics, research and development campuses, shopping centers, apartment complexes, restaurants, hotels, power plants and other energy facilities, residential subdivisions, recreational facilities, telecommunication and co-location facilities, farms and ranches, environmental mitigation lands, road and utility rights of way, and water supply systems.

Martindale-Hubbell has awarded Lucy an "AV" rating, which is the highest rating for professional excellence and is based on ethics and legal ability.

Lucy has given numerous presentations before schools and organizations including Santa Clara University School of Law, the Santa Clara County Bar Association, the Association of Silicon Valley Brokers, and the Building Owners and Managers Association.

Representative Engagements

  • Acted as lead real estate attorney for the acquisition and aggregation of land parcels, site development, local land use applications, off-site utility easements, environmental mitigation, and construction staging for Calpine Corporation's Metcalf Energy Center in San Jose, California.
  • Handled all aspects of construction financing, including unique security instruments, for the restoration of the Cliff House Restaurant in San Francisco, located within the Golden Gate National Recreation Area and operated under a Concession Contract with the National Park Service.
  • Negotiated various leases, subleases, consents, options, financing documents and construction exhibits for large biotechnology campus facility in Silicon Valley, including specialized laboratories and research facilities, with sophisticated insurance, environmental and financial provisions.
  • Represented residential developer in negotiations regarding conditions of approval for urban residential development with unique off-site conditions, including environmental, roadway easement and utility matters, including drafting of public-private development documents in conjunction with City Attorney.
  • Advised mutual water company in connection with merger of water utility system into large public water utility company, including negotiation and handling of detailed purchase and sale agreement, numerous easements and collateral agreements, election process for vote by members, and governmental approvals.
  • Provided legal work for the sale of a $50 million high-profile property owned by a complex group of family partnerships, including a 5-level "drop down" into tenancy-in-common interests to facilitate ultimate disposition by means of a Section 1031 tax-deferred exchange.
  • Crafted special title insurance binder and endorsements on behalf of a buyer of property intended for residential development, requiring the review and analysis of complex land use and title issues and negotiation with title company's underwriters, for the protection of future buyers of the property.
